The Demise of the 28-Clause Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the tension caused by the announcement of a new 28-point plan for resolving the conflict appeared – temporarily – to have been stabilised. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of rocket attacks on Kyiv.

The Rhythm of Negotiation and Warfare

The succession of conflicting incidents captured the bleak nature of the outgoing year. By day, political struggles are conducted: optimistic declarations are delivered from various governments. Immense energy is devoted on restraining certain initiatives. By night, Russian leadership brutally reminds the world that, for them, war remains the primary tool for achieving "resolution".

Nighttime Reality

As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor rocket firings from enemy soil, a capacity enabled by up-to-date information. From observation points, Ukrainian air force fighter jets that had been dispatched to intercept incoming aerial threats streaked across the sky – advanced fighter aircraft supplied to Ukraine by European allies.

Moments later, Kyiv's anti-aircraft weapons thundered: defensive missiles fired to intercept a hostile projectile. This was a modern interception technology at work, most likely provided by Western nations. Every deployment creates sudden vibrations, causing tremors. The instant of fear quickly gives way to resigned acknowledgment: perhaps the hostile projectile won't hit its mark this time, protecting urban areas from devastation and additional electricity failures.

Continuous Dangers

Not long after, a automatic firearm opened up on a unmanned aircraft somewhere nearby, part of a mobile-fire group – almost certainly allied-provided weaponry. Unfortunately, the bullets missed the opposing UAV – it continued its flight toward its destination.

Intermittently, this carried on until dawn. Kyiv awoke to the daybreak reports: seven people killed, destruction and utility failures in many homes as a result of the nocturnal offensive. As typically, everyone still maintained normal activities – living the war. But those 24 hours encapsulated Ukraine's essential dependence on Western support – a dependence that neighboring countries are demonstrably unable to fill in the near term.

Failed Diplomacy

The detailed framework from US administration generated strong feelings, debate and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.

Every new initiative from US leadership adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually secure success. This pattern will, certainly, endure.

Strategic Calculations

It is tempting to accuse specific actors of repeatedly advocating Russian terms. But that does not seem to be the entire situation. Washington works based on a premise familiar among international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The White House presumes that it is unrealistic to force Russia to surrender the land that it currently occupies in Ukraine's southern or eastern regions.

The issue is that while recognising this factual reality, US leadership does little to deter Moscow, through words or deeds, from believing that the situation will not change more in its benefit in the near future.

Opposing Positions

Therefore, Moscow is convinced that time is on his side – that Ukraine and its partners are approaching exhaustion. Their motivation to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's government remains completely certain in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing civilians and areas but avoiding a complete military breakdown until circumstances change in its benefit.

Existing Situation

Realistically, there are no real preconditions for a armistice. Now, individual motivations are coming into play: political desires to broker a ceasefire and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unworkable, so that their focus does not shift toward homefront challenges. And although their mission will now be significantly challenging after current events, it remains highly unlikely that this will alter their fundamental strategy.

These two forces are influencing discussions.

Summary and Prospects

It took a only one week to eliminate the proposed articles of the current initiative. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, recent disclosures, all achieved their purpose.

While new proposals based on previous concepts are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are based on Russian demands and demonstrate certain reluctance to modify developments, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, primarily depend on continued Western support.
